I hereby certify, in continuation of my certifi-

cate of June 30th 1913, that Mr. H. G. Fisher is in a

condition of extreme debility.

I am of the opinion that Mr. Fisher is at present

quite unfit for duty, and that further stay in the Colony

Just now is not only inadvisable but even dangerous in view

of his present state of health.

It is my opinion that he should go on leave to England for a period of at least six months, it possible,

one year. It is my belief that at the end of such leave

he would be able to return to the Colony in good physical

condition and fit for further work.
